Shale gas protesters get 15 months for violent clash with RCMP

Two anti-shale gas protesters have been?sentenced to?15 months in jail in connection to a violent clash with police near Rexton, N.B.,?last fall.

Germain?Junior?Breau, 21, of Upper?Rexton, N.B., and Aaron Francis, 20, of?Eskasoni, N.S., were sentenced in Moncton provincial court on Tuesday on several charges.

Judge R. Leslie Jackson?gave Breau 423 days of credit for the 282 days he has already spent in custody. That means he has about a month left to serve in his sentence.

Francis was given 413 days of credit, leaving him with about six weeks behind bars.

Breau was convicted last month of possession of a weapon for a dangerous purpose and five counts of pointing a firearm, but was found not guilty of five counts of assaulting police officers with a firearm.

He had previously pleaded guilty to uttering threats against a police officer, careless use of a firearm, and breach of probation.

Francis was also convicted of possession of a weapon for a dangerous purpose, but was found not guilty of?throwing Molotov cocktails, intent to do bodily harm by causing an explosive device to explode,?possession of explosives while prohibited to do so, and?committing an offence while having his face masked.

He previously pleaded guilty to?assaulting a police officer,?two counts of obstructing a police officer, careless use of a firearm, possessing a firearm while prohibited to do so, and breaching a court order, as well as?assault against a correctional officer while being held in custody, and breaching a court order.

After the judge left the courtroom, a crowd of supporters who attended the sentencing hearing applauded as the two defence lawyers, Alison Ménard and Gilles Lemieux, left the court, CBC's Jennifer Choi reported.

The protest on Route 134 near Rexton?on Oct. 17, 2013, turned violent when police moved in to enforce a court injunction that prohibited protesters from interfering with the seismic exploration work of SWN Resources Canada.

About 40 people were arrested that day and six RCMP vehicles were destroyed by fire.

Military wants anti-missile defence for PM's plane

The Canadian military is looking for an air defence system to protect its VIP aircraft, including the one used by Prime Minister Stephen Harper, from surface-to-air missiles.

And one of Israel's top defence contractors, Elbit Systems Ltd., has been working behind-the-scenes for months to get in on the anticipated project. The downing of Malaysian Airlines jet MH-17 may have given defence officials more urgency.

The program is meant to deliver a system that will "defeat modern, man-portable infrared missiles," according to the military's defence acquisition guide.

It's part of the National Defence acquisition guide and intended for installation on the air force's remaining C-144 Challengers as well as the existing fleet of C-150 Polaris aircraft, which includes the prime minister's Airbus.

The timeline for buying such a system was originally set for 2020 and beyond, but a government source says officials are taking a closer look at it in light of the tragedy over eastern Ukraine and last week's suspension of flights into Tel Aviv following Hamas rocket attacks near Ben Gurion International Airport.

Three commercial Israeli carriers — El Al Israel Airlines, Arkia Israeli Airlines and Israir Airlines — are all installing an Elbit system known as C-Music, which has a Hebrew name that translates to "Sky Shield."

Recently, a senior Elbit official — speaking only on background because of the sensitivity of discussions — said they've been working through the newly established defence co-operation channels with Canada and hope to sell the advanced device to the air force.

The system — a pod that is bolted to the underside of the aircraft — detects incoming missiles with a thermal camera.

When the missile gets close enough, the system fires a laser which deflects the missile off of its trajectory and allows it explode a safe distance away.

The Israeli defence ministry, in a written statement earlier this year, described C-Music as "the most advanced system of its kind in the world," something that "will provide ultimate defence to planes."

It is designed for both fixed-wing aircraft and helicopters.

Both the Brazilian and Italian air forces have ordered it and Israel's transportation ministry said earlier this year that the devices would be installed on all of the country's airliners.

The missile that brought down the MH-17 over insurgent-dominated eastern Ukraine was believed to be a sophisticated radar-guided system mounted on an armoured vehicle.

C-Music would not be effective against the kind of military threat posed the Buk system, which is believed to have been supplied to rebels by Russia.

Defence experts have been sounding the alarm for the last couple of years about the proliferation of shoulder-fired weapons, some of which were looted from Libyan dictator Muammar Gaddafi's arsenal during the Arab Spring uprisings.

The Israelis, however, have been concerned about the possible threat to their jets for over a decade.

In 2002, terrorists fired shoulder-launched missiles at an Israeli Arkia Airlines passenger plane as it was taking off from Mombasa in Kenya. While the two missiles missed their target, the incident galvanized the political and military establishment to develop some kind of defence.

Israel is the only country to have mandated the technology its airlines and the aviation industry as a whole remains skeptical, citing concerns about pilot training and the enormous, added cost, which the U.S. government estimated four years ago to be around $43-billion.

Canadian military transports, such the massive C-17s and C-130J Hercules which routinely fly into unstable regions, are equipped with counter-measure devices.

But the C-150 Polaris, of which there are five, has no defensive suite.

One of the jets is permanently assigned to VIP transport, including the prime minister, the governor general and the Royal Family when they are in Canada. The others are tasked as either troop transports — or high altitude refuelling stations for CF-18s.

The Harper government recently ordered the decommissioning of two of the air force's six executive Challenger jets because of old age. At least two more are due to be retired, but the remaining pair are expected to stay in service well past 2020.

Take a tour of wheelchair-accessible tall ship Lord Nelson

STS Lord Nelson, one of only two tall ships in the world?fully accessible for people who are disabled, sailed into Halifax harbour this week on the tail end of its two-year trip around the world.

The Lord Nelson may look like other tall ships, but it has built-in features that allow people with physical disabilities to work on board as crew members.

"It's been a steep learning curve, but I think I've got it," said Karen Sternfeld, who uses a wheelchair.

"There's hundreds of ropes. I'm not sure I know all of them, but I know most of them."

The ship contains stair lifts, accessible sleeping areas and bathrooms with enough space for a wheelchair. The deck has special notches to secure wheelchairs and there are markers on the handrails so visually impaired people know which way is forward.

The bowsprit on the Lord Nelson is also wider than other tall ships so all crew members can access it.

"I'm partially sighted, and I've managed to do everything on the ship that anyone with sight can do," said Jude Spencer-Gregson, who uses a talking compass to navigate.

"Our fellow voyage crew help by telling us if we're off course."

Capt. Barbara Campbell said there are 48 crew members on board, including eight who are paid and four who volunteer.

The rest are voyage crew members who come on a working vacation. The trip that brought them to Halifax cost about $5,400 per person.

"Out of all the crew, there's about 12 people, I would say, who do have disabilities to some extent or other," said Campbell.

The Lord Nelson, launched in 1986 in Southampton, England, will be back in London by late September.

B.C. cyclist shot during race says his arm 'just blew up'

RCMP are looking for two men who were travelling in a dark coloured pickup truck, telling a news conference they may be connected to a shooting that injured a B.C. cyclist during an overnight race along the Trans-Canada Highway two months ago.

Craig Premack, 59, of Burnaby, B.C., was shot in the forearm on June 1 near Spences Bridge. At the time of the shooting, police said they believe the shooter fired from just off of Highway 1, and then drove away in a pickup truck.

At a news conference Tuesday, investigators said other cyclists in the race claimed two men in a pickup truck threw?objects at them and drove away.

RCMP Insp. Ed Boettcher called the shooting a "brazen" and?"completely random attack."

Premack?described how he was shot about 10 minutes into his ride, after a three-hour break for a nap and some food.?

It was just after 1 a.m. and Premack?was on the road alone when he heard some explosions next to him.

"Originally I?thought they were firecrackers, but then my right forearm just blew up. Seconds later, I could feel the warmth of my blood rolling down my leg," he said.?

?"It was almost like a bad dream," said?Premack.

?It was late at night and Premack,?who was riding alone, said he thought he might bleed to death on the road.

"For a moment I was worried, wondering if this was the end, but instinctively I decided I should give survival my best effort."

Premack said he managed to slow the bleeding by using a pair of pants.

"After the longest 20 minutes of my life, I?could see the lights of what could only be my cycling friends."?

Premack?was found on the ground by a fellow cyclist?bleeding badly.

He said the bullet shattered his elbow and described how plates and screws now hold it together.?

Premack said?he will soon be well enough to start physiotherapy.

It's been eight weeks since the injury and the cyclist, who works as a machinist, said?it's been financially difficult because he hasn't been able to work.

Premack said doctors have told him it could be several months before he fully recovers.?

"It looks good, but I don't think they want to give me false hopes," he said.

Premack was taking part in the Cache Creek 600, a 600-kilometre, two-day cycling marathon from Pitt Meadows to Cache Creek organized by the B.C. Randonneurs Cycling Club.

Because of the long distances involved, cyclists taking part in the ride are on the road during the early hours.

Addison Hall funeral: Costco matching donations

The superstore Costco will accept donations from the public at its two London, Ont., locations for the family of a six-year-old girl hit by a car that crashed into one of the stores last Friday.

Addison Hall died and her pregnant mother and young sister were injured when a car crashed?through Costco's front doors.

Police are examining whether the car was mechanically sound or if other factors were involved.

Costco says?any incoming donations will be matched dollar-by-dollar up to $50,000.

A public candlelight vigil for the girl is scheduled for Wednesday night.

A makeshift memorial of flowers and stuffed toys formed at the store's entrance over the weekend.

Danah McKinnon Bozek, Addison's mother, was rushed to hospital and underwent an emergency caesarean section. Her condition was upgraded to fair?on Sunday. Police say her newborn daughter, along with the woman's three-year-old daughter, Miah Bozek, remain in critical condition.

Former Alberta premier's flights had 'false passengers,' auditor general says

A review by Alberta's auditor general found "false passengers" were booked on at least a dozen government flights, making it possible for then Premier Alison Redford to fly alone with her entourage.

Merwan Saher also concluded Redford derived a "personal benefit" by taking her daughter on dozens of government flights. Saher raises the question of whether Redford's desire to take her daughter on out-of-province trips may have influenced the decision to use government aircraft?rather than commercial carriers.

These findings are contained in an internal report to the government obtained exclusively by CBC News.

University of Alberta political scientist Jim Lightbody said he has never seen anything like the report.

"It reveals a scarcely disguised contempt for taxpayers' money," Lightbody said.

Under pressure from the opposition and the public, Redford on March 4 suspended all out-of-province travel on government planes and asked the auditor general to review the government's use of aircraft.

Saher is expected to issue a final public report next month.

Redford resigned as premier on March 23 after her caucus and the Conservative Party lost faith in her leadership as the Tories plunged in the polls, owing in part to a scandal over what the opposition alleged were lavish travel expenses.

Redford's constituency assistant said she was unavailable for comment about the report.

Saher's report reveals how Redford's staff blocked other passengers from flying with the premier on government planes.

"We were told by [the premier's] office staff and multiple staff from the Department of Treasury Board and Finance that for certain flights the remaining seats available on the plane were blocked to restrict access to Premier Redford on the aircraft," the review states.

Staff entered passengers into the booking system to fill the seats, then removed the passengers before printing the flight manifest.

"The implications of this practice were that other government employees or elected officials would not have been able to travel on those aircraft," the report states, adding that?"both Premier Redford and the former chief of staff [Farouk Adatia] denied any knowledge of this practice."

Redford and her former chief of staff?Adatia?denied any knowledge of the practice of blocking passengers.

In April, a CBC News investigation revealed Redford had flown her daughter, Sarah Jermyn, on 50 government flights, including for two long weekends in Jasper. On one flight between Calgary and Edmonton, Redford also flew the family's nanny.

"We did not find any government business reason for the daughter's travel on government aircraft," the report states. It makes no reference to the flight that transported the family's nanny.

"We conclude that Premier Redford obtained a personal benefit by having her daughter accompany her on government aircraft," it says.

Saher also concluded the government's travel-expense policy requires that when a decision is made to use the government aircraft rather than a commercial airline, it must be documented. But the review found examples where discretion was exercised, but no documentation existed to explain the decision.

Redford told the auditor general she did not request the government planes, but the report notes that in every case, the request came from the premier's office.

In December 2012, Redford was booked on a commercial flight to Arizona to attend the Western Governors' Association meeting in Scottsdale. But the booking was cancelled and she flew on a government plane.

"The commercial flight and government aircraft both left on the same day within a few hours of each other," the report states. "The passengers on the government aircraft were the premier, her daughter and one security officer."

No documentation was provided to explain why the government plane was used when a commercial flight had already been booked and paid for.

"We also noted that four government officials, including the premier's executive assistant, flew commercially to attend this event," the report states, adding that "there was no process to try [to] co-ordinate their travel to reduce the cost."

In April 2013, Redford flew with her daughter at her own expense on a commercial flight to Palm Springs, Calif., for a holiday.

After former premier Ralph Klein died, a government plane flew from Alberta to Palm Springs and returned to Calgary carrying Redford and her daughter so that Redford could attend Klein's memorial service.

The premier's office publicly explained that commercial?flight options were considered, but weren't feasible because bad weather had created a backlog of passengers awaiting flights.?

Saher's review, however, found Redford's office had identified commercial flights to return her to Alberta.

Redford did not repay the $9,200 cost of the flight.

The auditor general qualified his findings about Redford's use of government planes for out-of-province travel.

"We do not know, considering all of the factors, if the best travel option was selected, because there was no analysis done on the options available," the report states.

The cost of a December 2013 trip by Redford to South Africa to attend the funeral of Nelson Mandela caused public outrage. Redford took a government plane to Ottawa to catch a ride on the prime minister's jet. Her executive assistant, Brad Stables, flew on a commercial flight to South Africa.

Both Redford and Stables returned to Alberta first class by commercial carrier. The premier's staff said she needed to take a commercial flight in order to attend her cabinet's swearing-in ceremony. The government plane returned empty from Ottawa to Alberta.

The report found Redford decided to bring Stables to South Africa, "even though in our review of the documentation, we noted the federal government had taken care of the on-ground logistics."

The review further found Redford could have returned to Alberta on the prime minister's jet with enough time to attend her cabinet's swearing-in ceremony.

After initially refusing to repay the nearly $45,000 cost of the South Africa trip, Redford relented.

The auditor general's review confirmed Redford, by personal cheque, paid the government $44,254 for the South Africa trip. She issued another cheque for $3,156 to cover the cost of trips in which friends of her daughter flew on government flights, and for a March 2013 flight to Vancouver in which she attended her uncle's funeral, accompanied by her daughter.

Under a section of the review titled "Implications and Risks if Recommendation not Implemented," the auditor general observes that whoever becomes premier in the future has "considerable influence over the way business is conducted within that office and also within the public service.

"Because of this significant influence, there needs to be a proper check and balance system established to monitor and provide oversight of the spending by that office to ensure that expenses and usage of government assets is appropriate."

Lightbody, the political scientist, said many people within Redford's office and various ministries would have known about the "blatant abuse" of government aircraft, yet no one spoke out publicly.

Wildrose Leader Danielle Smith said the auditor general's findings are yet another example of what is fundamentally wrong with a government that has been in power for too long.

"They just have a sense of entitlement that runs so deep, beyond the premier's office, into the cabinet ministers' offices, down into the level of the staff, and it is just pervasive," she said. "It is part of the culture."

Alberta is the only province in Canada that still maintains a fleet of aircraft for government employees.

Smith said Redford should be required to repay the government for all flights that carried her daughter, and she repeated her call for the government fleet of aircraft to be sold.

Guatemalan chicken catcher alleges abusive work practices

A temporary foreign worker from Guatemala is alleging that managers of a Quebec chicken-handling company abused workers verbally, downplayed serious injuries and routinely forced employees to work upward?of 80 hours a week.

Mario Rodolfo Garcia has been a temporary foreign worker in Quebec since 2006, spending between six and eight months each year as a chicken catcher for Service Avicole JGL. Based in Victoriaville, Que., Garcia and other workers travelled to farms around Eastern Canada, catching?chickens.

He said he made a good living and?sent the money he earned back home to Guatemala to support his wife and four children?—?until, he said, he was dismissed by his employer for being injured.

Garcia told CBC News he sustained a shoulder injury while loading chickens into a truck on June 7, 2013. He said he informed his employer of the injury and was taken to a doctor after making several complaints about the pain.

Garcia, who speaks only Spanish, was temporarily put on workers' compensation through the CSST,?Quebec’s workplace health and safety board.

However, he said he?lost his compensation shortly thereafter when?the doctor told him he didn't believe Garcia was still in pain.?

Garcia said that when he first came to Quebec, he was given forms and a contract in French and was told to sign. No Spanish version was given.?He added?that one of the forms he signed permitted the employer to keep his passport under lock and key and look at his personal mail.

Service Avicole?JGL general manager Michel Légaré?admitted to doing this when contacted by CBC News, adding that he was simply holding onto the passports to make sure they didn't get lost and to translate any?French mail. Légaré said workers could have access to their passports at any time.

Garcia said the conditions the chicken-handling company provided?were often "inhuman,"?with many workers having to share cramped quarters. He said the workers were subject to frequent verbal abuse and were often threatened with dismissal and deportation if they refused any aspect of the job or did not perform tasks in the time allotted.

He also alleged that he routinely worked more than the 40 hours he was contractually obliged to work and was not paid adequately for the overtime. He described working all night — prime chicken-catching time — and then having to pick up a second shift once the first one ended because one of the Quebec-born workers had called in sick.

He said he worked anywhere between 60 and 105 hours a week. He said that instead of paying him time-and-a-half for the overtime, the employer told him to keep an overtime bank so that he could receive a 40-hour pay cheque for weeks where he was scheduled to work fewer than 40 hours.

Garcia said he accumulated so many hours that the employer still owes him money following his dismissal?—?something the employer denies.

The Commission des normes du?travail confirmed there have been 12 complaints lodged with it against Service Avicole JGL.

It also confirmed that of the 12, four complaints remain active and open: one for unjust dismissal, one for prohibited practices and two for psychological harassment.

Two other temporary foreign workers told CBC News that they incurred injuries while working on the job. One said he hurt his knee just one month after arriving from Guatemala; the other's injury?cannot be disclosed because it would identify him.?They are both still employed by Service Avicole JGL, but are on CSST-paid sick leave.

Légaré of Service Avicole JGL did not deny that some of his workers were injured on the job.

Migrant workers' rights policy analyst?Eugénie Depatie-Pelletier said many temporary foreign workers in Canada don't speak up about bad working conditions because they are afraid of getting fired and blacklisted by employers.

'It's unfair because they pay, they contribute to all these services, and we make sure they are in proper health when they come to Canada. But we send them [back] broken and often indeed unable to work.'—?Eugénie?Depatie-Pelletier, policy analyst

“The vast majority of them will not report these conditions or abuse, basically because the moment they complain they risk being fired, and this would mean losing the right to work in Canada," Depatie-Pelletier?said.

"One of the main problems is the fact that they’re bound to a specific employer. That means that they will accept for a much longer time — years, months —?abusive situations including unsafe work conditions, and this leads to work accidents," she continued.

She said that oftentimes?workers who were unjustly terminated by their employer don't have the funds or the time to obtain justice — or in the case of workplace injuries, health care?— before returning to their home countries.??

"It's unfair, it's unfair because they pay, they contribute to all these services, and we make sure they are in proper health when they come to Canada, but we send them [back]?what, broken and often indeed unable to work, sometimes forever," Depatie-Pelletier said.

Garcia said that on the day of his accident, he reported the shoulder injury to his supervisor, who gave him Tylenol. He was told to keep working.

He was taken to a doctor and was briefly paid workers' compensation. However, he?said that in response to his subsequent complaints about pain, he was told by the employer that he was lying and that nothing was wrong with him.

Légaré?countered that, saying he did everything in his power to get Garcia the medical care he needed.

Garcia said he was fired after not showing up for work three times owing to pain.

The employer told CBC that Garcia's dismissal was in line with the?rules.?

A representative from the?company later clarified, saying it had?checked with the province's employment standards commission after Garcia failed to come in and was?told, in this case, it would be classified as a "voluntary departure."?

He said he’s unable to work because of the pain and is staying with a Guatemalan friend and his family in Montreal while figuring out his next steps.

Meanwhile, CBC News accompanied Garcia to a medical appointment at a Dorval medical and rehabilitation centre.

Dr. Ashwin Sairam said it’s rare that temporary foreign workers come for care in Montreal because they are usually located in remote areas of Quebec.

Sairam said it was "depressing"?to see cases like Garcia’s because the worker has little recourse in the event they get injured.

"There’s very little way to objectively prove when something happened unless it’s a fracture,"?he said.

Service?Avicole?JGL's Légaré?initially denied the worker complaints that CBC News presented to him, but later called back to say he had taken a closer look at the files.

He said it was only in exceptional cases that employees worked 80 hours, but said the workers who did work those hours did so willingly.

He also said that the company used to deduct one hour from each worker’s day as an unpaid break, but after a complaint was made, the Commission?des?normes?du?travail got involved.

Légaré said the company changed it back to 30 minutes of unpaid break time and added that the unpaid time was reimbursed to workers.

He said it is difficult to keep the rules straight all of the time.

"That wasn’t legal on our part and we corrected it,"?Légaré?said. "We are prepared to correct all that needs to be corrected so that our business can be 100 per cent legal."

He also said the issue of not paying overtime at time-and-a-half had been "fixed."

Légaré confirmed the work is physically?demanding, adding that injuries did happen, but employees who got hurt received adequate treatment and free interpreters to speak to the doctors.

Légaré denied Garcia’s claim that staff weren’t always paid the time-and-a-half that was due to them. He?also said he wasn’t aware of anyone berating or threatening the workers, saying that wouldn’t be tolerated.

Noé?Arteaga of the Immigrant?Workers Centre said Garcia's situation is one many temporary foreign workers experience and said they should have the same rights to unionization, holidays and overtime pay as Quebecers.

He said he has met many temporary foreign?workers across?Quebec?who have?had their illnesses mistranslated to doctors, which he said was an attempt?to block their access to workers' compensation.

According to the CSST, the workplace health and safety board?has created a video and a flyer in Spanish explaining to agricultural workers that they have the same rights and responsibilities as?Quebec workers.

"If they are injured, CSST will pay them indemnities, even when they go back to their own country, if their file is still open at that point. A foreign worker that has a valid working permit and that works for a Quebec employer has the same rights that all Quebec workers have," the CSST said in a statement.

Garcia told CBC News that he wants to receive medical care in Quebec so that he can continue?as a temporary foreign worker. He also wants the chicken-catching firm?and its workers’ quarters to be inspected as soon as possible.

He said he loves to work and was depressed about not being able to. He said his wife and children, including a very young son, are depending on his income.

Garcia said he came forward so that the government could hold employers who take advantage of temporary foreign workers accountable.

"I just don't want this to happen to other people," Garcia said.

Opposition calls for RCMP probe into former Alberta premier's plane use

Alberta opposition politicians are calling on the RCMP to investigate former premier Alison Redford over findings by the auditor general about her use of government aircraft.

An internal report to the government from Merwan Saher, obtained exclusively by CBC News, found that "false passengers"?were booked on the planes, making it possible for Redford to fly alone with her entourage.

The passengers’ names were removed just before printing the flight manifest, the report said.

Wildrose finance critic Rob Anderson has called on Premier Dave Hancock – who took over when Redford resigned in March amid controversy over her spending and expenses – to request an RCMP investigation into the matter.

“Frankly these allegations and details are shocking,” he said at a news conference held Tuesday afternoon.

“Taken together, these allegations appear to warrant a criminal investigation into what is termed under the Criminal Code as a breach of trust.”

Anderson said his party would like to see the investigation extend to include the current premier as well as Finance Minister Doug Horner, saying that is would be nearly “unthinkable” that the flight manifests were altered without others knowing.

“The fact is, there is simply no way that these actions could have been taken without other senior government staff and cabinet ministers knowing full well about it,” he said. “Who else knew what was going on here?”

Anderson said the matter seemed to suggest a deeper pattern of dishonesty, which could only be addressed through a formal investigation and with the support of the current premier and three candidates in the running for party leadership.

"Premier Dave Hancock has a duty and a moral obligation to fulfil that expectation. That’s why he should step up immediately, he should demonstrate leadership and he should call on the RCMP, as we are doing, to investigate the situation.”

When asked if Redford should resign, Anderson seemed mystified. “I guess it’s difficult for me to understand how somebody can go ahead and go ahead and pretend that they have the backing of their constituents when I think it’s pretty clear that she doesn’t.”

Alberta does not have recall legislation, he added.

Speaking Tuesday, Liberal Leader Raj Sherman also called for an investigation into Redford's plane usage.

"This is a waste of taxpayer money and a deliberate attempt to mislead," Sherman said. "We need an RCMP investigation into this issue."

Sherman said that Finance Minister Doug Horner, whose department oversees the government's plane fleet, also needs to be held accountable.

Saher believes that Redford derived a "personal benefit" by taking her teenage daughter on dozens of government flights. The girl is the only child of Redford and her husband, Glen Jermyn.

Sherman believes that Redford, who remains the member of the legislature for Calgary Elbow, should pay back the cost of those flights.

All three candidates running to replace Redford as Progressive Conservative Party leader have also weighed in.

Ric McIver, who was a minister in Redford's cabinet before stepping down to run for the leadership, said he was angry and that?Albertans should be outraged. ?

McIver told reporters that?the matter should be "further investigated by the proper authorities," but stopped short of suggesting?police should be involved.?

"That's not for me to decide, but I can say that the proper authorities should find out who is responsible and the person or persons responsible need to be held accountable," he said.?

McIver said that he was unaware about "false passengers" being booked and then dropped from flights on government planes.?

Thomas Lukaszuk, who served as Redford’s deputy premier, said that if he was elected party leader and became premier,?he would ask caucus to consider Redford's?removal from the PC caucus.

He would also ask a "third-party legal expert" to review all of Redford's expenditures.?

“And tell me, and tell Albertans, publicly, whether he or she believes that any laws were broken,” he said, adding that if there?were, he would ask the justice system to step in.

In a statement released Tuesday afternoon, former federal Conservative cabinet minister and current leadership candidate Jim Prentice called the travel expenses “unacceptable.”

“There is no room in government for the blatant abuse of taxpayer dollars, and if public officials fail to observe this, the RCMP should be called to investigate and these abuses must be met with the full force of the law,” he wrote.

Redford has not made herself available for interviews about the auditor general's report. ?

'Highly sophisticated' Chinese cyberattack hits Canada's research agency

A "highly sophisticated Chinese state-sponsored actor" recently managed to hack into the computer systems at Canada's National Research Council, according to Canada's chief information officer, Corinne Charette.

The attack was discovered by Communications Security Establishment Canada.

In a statement released Tuesday, Charette, confirmed that while the NRC's computers operate outside those of the government of Canada as a whole, the council's IT system has been "isolated" to ensure no other departments are compromised.

Foreign Affairs Minister John Baird was in Beijing as news of the cyberattack became public.

Baird was scheduled to hold a press conference on his visit, but that briefing was abruptly cancelled. No reason was immediately given, although in an email from Baird's office in response to CBC questions, spokesman?Rick Roth said Canada did not cancel any events as they were guests.

The office also said?Baird raised this issue with his Chinese counterpart and the two had a "full and frank exchange of views."

"The government takes this issue very seriously and we are addressing it at the highest levels in both Beijing and Ottawa," the statement continued.

For its part, the NRC says in a statement released Tuesday morning that it is now attempting to rebuild its computer infrastructure and this could take as much a year.

The NRC works with private businesses to advance and develop technological innovations through science and research.

The NRC says it has already been in contact with many of its "clients and stakeholders," but it could take as long as a year to secure the system.

This is not the first time the Canadian government has fallen victim to a cyberattack that seems to have originated in China — but it is the first time the Canadian government has unequivocally blamed China for the attack.

"They are right on the bull's-eye — probably," says security expert and former member of CSIS Michel Juneau-Katsuya.

"China is, by far, at the top of the ranks worldwide when it comes to cyber-espionage," Juneau-Katsuya said in an interview with CBC News.?"They are devoting hundreds-of-millions of dollars, thousands of people just specializing in hacking on their behalf."

In remarks sent to CBC News, a spokesperson for the Chinese Embassy in Ottawa said China does "not accept the groundless allegation of [the] Chinese government's involvement in any cyber intrusion or attack."

"The Chinese government has always firmly opposed … and combated cyberattacks in accordance with the law,"?Yang Yundong wrote, adding that China itself faced attacks from thousands of "foreign servers" in 2013.

"It is the common challenge faced by the international community to deal with cyberattacks and safeguard cyber security," Yang said. "Nowadays, China-Canada relations have maintained a good momentum. We are ready to work together with the Canadian side to create a peaceful, secure, open and co-operative cyberspace."

In January?2011, the federal government was forced to take the Finance Department and Treasury Board — the federal government's two main economic nerve centres — off the internet after foreign hackers gained access to highly classified federal information.

The attack also targeted Defence Research and Development Canada, a civilian agency of the Department of National Defence that assists in the scientific and technological needs of the Canadian Forces.

The attacks were traced back to servers in China.

B.C. doctor on Ebola team reportedly in self-imposed quarantine

A Victoria doctor who was part of a medical group that travelled to Liberia earlier this month to treat victims of the Ebola virus has returned home, while two of his U.S. colleagues fight for their lives against the deadly virus.

Dr. Azaria Marthyman was part of a 14-member team sent by Christian relief agency Samaritan's Purse to provide clinical care as a renewed outbreak of Ebola ravages West Africa.

On Saturday, the charity issued a news release saying that one of Marthyman's colleagues,?Dr. Kent Brantly of the U.S., had tested positive for the virus and was being treated in isolation in Liberia.

On Sunday, Serving In Mission (SIM) — another charity that works closely with Samaritan's Purse — said that Nancy Writebol, an American who was part of the joint SIM/Samaritan's Purse team had also tested positive for Ebola and was being treated in the same isolation centre as Brantly.

Marthyman is reported to have placed himself in?voluntary quarantine?on his return.

"Azaria is symptom-free right now and there is no chance of being contagious with Ebola if you are not exhibiting symptoms," spokeswoman for Samaritan's Purse, Melissa Strickland, told CTV Vancouver Island.

According to the World Heath Organization, the incubation period for the virus is two to 21 days.

The fast-acting Ebola virus, which first appeared in 1976, produces a violent hemorrhagic fever that leads to internal and external bleeding. The infection is transmitted by direct contact with blood, body fluids and tissues of infected people or animals.

As of July 23, the number of Ebola cases in West Africa reached 1,201, with 672 deaths, according to the World Health Organization.

This Ebola outbreak is the largest in history, with deaths in?Sierra Leone, Liberia, Guinea and Nigeria blamed on the virus. There is no vaccine and no specific treatment.

CBC News sought to interview Martyman by email about his experiences in Liberia fighting Ebola, but he declined.

"I regret to inform you that I am declining all requests for media interviews," the email reads.? "The situation in Liberia is changing rapidly, and I don't have the most up-to-date information. Therefore, to avoid giving out any information that might not be accurate, I am referring all interview requests to our international headquarters, because staff there are closest to the situation in Liberia."

Marthyman posted many updates on the Samaritan's Purse blog while he was in Liberia. On July 24, he posted that he was headed home.

"I am doing very well physically and emotionally, having worked every day since my arrival in Liberia, and today having to say goodbye to so many people," the post read.

Mostly, though, Marthyman used his blog post to tell the story of a young boy named William, the doctor's first Ebola patient in Liberia, who needed to find a home.

"William now needs a home to go to," Marthyman wrote. "He does not have any family to care for him and will be under the ministry’s care. I pray that he will have a loving home to go to. Meeting William today seems to bring some closure to my stay here in Liberia, as I prepare myself to come home to my wife and family."

At least two other British Columbians have travelled to Liberia this month with Samaritan's Purse to fight Ebola. They include?a nurse from Vancouver and a medical technician from Squamish.

Damian Warner of London, Ont., wins Commonwealth Games decathlon

Canada's Damian Warner won the decathlon Tuesday at the Commonwealth Games in Glasgow, Scotland.

Warner had a sizable lead heading into the closing 1,500-metre race, and his fifth-place finish was good enough to secure the title in the 10-discipline event.

The 24-year-old from London, Ont., finished with 8,282 points. England's Ashley Bryant took the silver with 8,109 points, and Grenada's Kurt Felix?got the bronze with ?8,070.

Warner was the bronze medallist at last year's world championships. He hadn't competed yet this season due to a leg injury.

A pair of Canadians were on track for medals in the?heptathlon.

Brianne Theisen-Easton topped the opening day with 3,939 points, followed by Jessica Zelinka in second place with 3,744.

Theisen-Eaton topped the shot put and the 200 metres, with Zelinka second in both. Zelinka?had the best 100m hurdles time, with Theisen-Eaton in second.

The event ends Wednesday with the final four?events.

Warner's gold medal was one of?seven by Canadians on Day 6 in Glasgow.

Hammer thrower Jim Steacy of Lethbridge, Alta., won the men's event to complete?a Canadian sweep a day after Sultana Frizell won the women's.

Earlier, swimmer Ryan Cochrane (men's 1,500 metres), women's mountain biker Catharine Pendrel, weightlifter Marie-ève Beauchemin-Nadeau (women's 75 kg), and wrestlers Erica Wiebe (women's 75 kg) and Korey Jarvis (men's 125 kg) won their events.

Kate Van Buskirk of Brampton, Ont., also made the podium, winning?bronze in the women's 1,500 metres.

Leafs ink defenceman Gardiner to 5-year, $20.25M: reports

The Toronto Maple Leafs have signed defenceman Jake Gardiner to a five-year, $20.25-million US contract extension, according to several media reports.

Gardiner will make an annual salary of?$4.05 million.

Gardiner's?extension doesn't include any no-movement protection, according to Sportsnet.ca.

In 80 games with the Leafs last season, the 24-year-old defenceman scored 10 goals and added 11 assists.

Beaver blamed after tree hits car on highway 'still at large'

A family of four visiting P.E.I. from Quebec was lucky to escape injury when a tree fell on their car as they were driving down the highway, say RCMP.

The family was driving along Route 16 in the eastern end of the province, near Priest Pond. The driver saw the tree starting to fall but was unable to avoid it. The vehicle sustained significant damage to the roof, windshield, and to a cargo box that was mounted on the roof. There were four people in the car?— a couple in the front seats and a one- and a two-year-old in the back?— but none were injured.

Paula Chaisson told CBC News Tuesday the family is suffering no ill effects from the accident.

"I can't say it's one of those things that happens, because it doesn't," said Chaisson, laughing.

"But it happened and there's not much you can do about it. But it's just funny, for us it's just funny. It's going to be a joke for years."

An examination of the trunk of the tree that had fallen found that it had been gnawed just about all of the way through by a beaver. Several other large trees in the area that were still standing had similar damage. Chaisson said a crew was at work taking down the other damaged trees before they left the scene.

"The beaver is still at large," said RCMP in a news release.

Chinese corruption probe ties up Athabasca's Dover oilsands deal

A Chinese corruption probe into state-run?China?National Petroleum Corp. has reached into Canada and is threatening its purchase here of the Dover oilsands.

Athabasca Oil Corp., owner of the oilsands, issued a statement Monday that it is working to close the $1.23-billion deal with PetroChina, after doubt over the deal hit its stock.

Athabasca shares continued to fall Tuesday after a seven per cent drop Monday and were trading at $6.32 today, the lowest since last November.

The deal is tied up because it was negotiated by PetroChina executives who are no longer in charge of the Canadian operations.

Both are under investigation in a corruption probe begun in 2012 that has involved hundreds of executives in state-owned firms.

Li Zhiming, who has been detained in Beijing, worked at Phoenix Energy Holdings, a subsidiary of? PetroChina that bought the 40 per cent of Dover oilsands it doesn’t own from Athabasca.

The deal, part of Athabasca’s option agreement with Phoenix, was announced April 17, but has not yet closed. PetroChina is reported to be reviewing the deal.

In its statement Monday, Athabasca said “the company confirms that it continues to work with Phoenix Energy Holdings Ltd. to close the transaction in accordance with the terms of the put/call option agreement. Athabasca will update the market on material developments.”

Margaret Jia, who was recalled to Beijing by PetroChina and has faced questioning, had been its chief representative here.

Jia and Li have negotiated multiple agreements in Alberta’s oil patch.

The Wall Street Journal reports they are to be succeeded by a single executive dispatched from Beijing who is to oversee all PetroChina’s dealings in Canada.

While neither Li nor Jia has been accused yet of any wrongdoing, Beijing’s corruption probe today targeted the most senior executive at China National Petroleum.

Zhou Yongkang, a former security chief and head of the state-owned company, is being investigated for “serious disciplinary violation,” code words for corruption charges, Chinese wire service Xinhua reported today.

Since President Xi Jinping came to power in China, 182,000 party officials at every level have been investigated.

The E90 BMW M3 - Can it Live Up to the M3 Badge?


The BMW M3 has always been an iconic road car, that offers high performance and handling, all wrapped up in the subtle body shell of the BMW 3 series. With the launch of the very latest M3, known as the E90, BMW is hoping to further strengthen the reputation of this well known brand.

The original BMW M3, called the E30, was launched way back in 1986 and really set the standard by which all other sports saloons would be judged. This first model had a 2.3 litre 4 cylinder engine, however to keep pace with its other German rivals, in the shape of Audi and Mercedes Benz, engine capacity has steadily increased leading to the all new 4 litre V8 that is found in the E90.

For many years the BMW M3 could easily lay claim to the title of best sports saloon, however with the launch of the new Audi RS4 and Mercedes C63 AMG this claim is not so easily assured. Especially as Lexus has now joined the fray and surprised everyone with its all new, and very capable IS-F.

Initial the E90 M3 was first released as a two door coupe, which strictly speaking was called the E92, and came with the new V8 engine, a carbon fibre roof and the option of a six speed double clutch gear box that could beat the manual in the race to 60 by 0.2 seconds.

The coupe M3 was then soon followed by a four door saloon which, whilst lacking a carbon fibre roof, was shorter, wider and taller that the 2 door, and both models share the same front end design including spoiler, indicators and front car lights. This was later accompanied by a hardtop convertible, which was a move away from the fabric roofs seen on previous generation M3's.

In the performance stakes the new M3 certainly has the power to keep up with its rivals with the V8 engine cracking the magic 100bhp per litre figure and producing 414bhp in total, with an incredible rev range that red lines at 8,300rpm. No matter which body style you go for all versions are electronically limited to 155mph, however in the sprint 60 the coupe leads the way at 4.5 seconds, followed by the saloon at 4.7 seconds and the considerably heavier convertible at 5.3 seconds.

There is no doubt that this very latest M3 moves the sports saloon game on further, and it still has the pace, handling and driver feedback to see off the competition from Audi, Mercedes and Lexus, although their deficit on the E90 is certainly not as much as it used to be. Vath V63 AMG Supercharged


The Mercedes-Benz C63 AMG Black Series has now hit dealerships worldwide. Owners started taking delivery of the latest Black Series model no more than two months ago and already we have the first tuned version. German specialists Vath have created the V63 AMG Supercharged, pumping up the Black Series to even greater proportions.

The 6.2 liter engine gets a staggering 756hp and 800Nm of torque. To get this amount of power, Vath added a compressor system, engine electronic adjustments and an in-house manufactured water and air cooling systems. 0 to 100km/h times are cut to just 3.6 seconds and top speed is increased to 350km/h. The cost of these upgrades are 38,500 euros including taxes.

Vath also offer a stainless steel exhaust manifold system for 2,890 euros, a stainless steel catalyst device for 1,890 euros and a rear silencer with a remote valve control for 3,540 euros. Suspension upgrades lower the V63 Supercharged by 20 to 65mm, adjusting rebound and compression. The price for the suspension components is 2,490 euros.

The braking system is all new at the front and consists of 405mm discs. Price for these is 5,490 euros including the adapter, mounting kit and steel flex lines and a further 1,490 euros for a gear-oil cooler device. The wheels are three piece forged units measuring 9×12 inches with 255/30-20 tyres at the front, and 11×20 inches with 295/25-20 tires at the rear. These cost 7,450 euros.

Fortunately, there are many aftermarket brake parts companies which offer OEM equivalent or premium grade brake pads that may perform just as well, if not better than stock and at a better price point. Ceramic brake pads have been rising in popularity because they perform particularly well for street, commuter applications. In fact some vehicle manufacturers are switching to ceramic formulas as OE because of this. Ceramic brake pads typically come standard on Japanese vehicles and are popular for their low dust and noise capability. They are usually the longest wearing compared to metallic or semi-metallic brake pads because although ceramic pads can work well within a wide temperature range, for higher temperatures, ceramic brake pads transfer excessive heat to the brake rotors. In other words, if a ceramic brake pad gets too hot, the heat is transferred to the brake rotor. The brake rotor has to compensate for the extra heat and as a result will wear sooner compared to a rotor paired with a semi-metallic pad.








How to Tell Good Brake Pads from Excellent Brake Pads
Premium aftermarket/OE brake pads (best)—Premium aftermarket or OE brake pads usually include more advanced manufacturing processes that allow for the brake pad to be more consistent and better performing part. One example is a positive molding process which is used by OE manufacturers. This positive molding uses extreme pressure to compress the friction material and bond it to the backing plate. This process assures consistent friction material density throughout the pad, resulting in even wear and performance characteristics throughout the life of the brake pad. If you drive more aggressively, you may consider getting nothing less than an aftermarket premium brake pad or OE brake pads in a semi-metallic formula. If this does not perform to your standards, there are also ultra premium upgrades for brake pads that are available. One important thing to realize is there is no point in upgrading brake pads if they are not being used at the friction levels they are meant for. For example, if you have a street commuter vehicle and you are looking to upgrade your brake pads to an ultra premium line, instead of being beneficial for you this may actually be worse. Brake pads are designed to work optimally in certain temperature ranges. The more premium the brake pad, the higher heat threshold they have or wider temperature range at which they can perform well.
